Kecualikan Pinjaman Perumahan Bagi Petugas Yang Sakit - CUEPACS

KUALA LUMPUR, 22 Nov (Bernama) -- Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (Cuepacs) berharap kerajaan akan dapat mengecualikan bayaran pinjaman perumahan bagi penjawat awam yang sakit sewaktu dalam perkhidmatan.

Setiausaha Agung Cuepacs Ahmad Shah Mohd Zin berkata pada masa ini hanya mereka yang membuat pinjaman selepas 1 Ogos, 1995 tidak perlu membayar baki pinjaman sekiranya mereka tidak dapat berkhidmat kerana sakit.

Tetapi bagi petugas yang membuat pinjaman sebelum tarikh berkenaan terpaksa meneruskan bayaran pinjaman kerana polisi insuran mereka hanya meliputi kematian dan kebakaran tetapi bukan hilang upaya kekal.

"Ini bermakna penjawat awam tidak perlu menjelaskan baki pinjaman sekiranya mereka meninggal dunia atau rumah mereka terbakar tetapi bukan sekiranya mereka hilang upaya untuk bekerja kerana sakit," katanya.

Faktor itu menyebabkan kira-kira 50,000 petugas awam dipercayai kini menghadapi keadaan sukar.

Cuepacs berharap Pekeliling Perbendaharaan 6/95 dipinda bagi membolehkan semua penjawat awam yang mengambil pinjaman perumahan dilindungi sekiranya mereka hilang upaya kekal tanpa tempoh matang, kata Ahmad Shah.

Sumber daripada industri insuran berkata adalah mudah bagi kerajaan untuk mengatasi masalah itu dengan hanya memeterai kontrak tambahan dengan syarikat insuran bagi memasukkan peruntukan liputan tambahan.

Namun persoalannya siapakah yang harus menanggung kos premium tambahan, kerajaan atau penjawat awam?

Skim pembelian rumah kedua kakitangan kerajaan ikut gaji

BAHAGIAN Pinjaman Perumahan (BPP), Kementerian Kewangan ingin merujuk aduan `Kakitangan Mengharap' dari Kepong bertajuk 'Syarat pinjaman kedua menyusahkan pembeli rumah' dalam ruangan ini yang disiarkan, 27 Ogos lalu.

Terlebih dulu, BPP mengucapkan terima kasih kepada kakitangan kerajaan berkenaan kerana sudi memberi maklum balas.

Untuk makluman, Surat Pekeliling Perbendaharaan Bil 10 Tahun 2005, menjelaskan bahawa peminjam yang sudah menyelesaikan keseluruhan baki hutang harta pertama layak memohon pinjaman kedua dengan syarat jumlah kelayakan pinjaman adalah satu perempat daripada gaji hakiki atau pokok semasa.

Selain itu, ansuran bayaran balik bulanan tidak boleh melebihi separuh atau 50 peratus daripada anggaran pencen yang akan diterima.

Kemudahan ini adalah pilihan kepada anggota kerajaan yang berkemampuan untuk memiliki rumah lebih selesa. Penetapan bayaran balik tidak melebihi 50 peratus daripada anggaran pencen anggota perkhidmatan awam dapat menampung balik pinjaman perumahan selepas mereka bersara.

Larangan ditarik balik elak industri perhotelan terjejas

KUALA LUMPUR: Berkuat kuasa semalam, majlis rasmi dan seminar yang dianjurkan kementerian atau agensi kerajaan dibenarkan untuk kembali diadakan di hotel.

Kementerian Kewangan menerusi Pekeliling Perbendaharaan bilangan 4/2008, yang dikeluarkan semalam mengumumkan larangan mengadakan majlis rasmi dan seminar di hotel terhadap kementerian dan agensi kerajaan sebelum ini ditarik balik.

Ketua Setiausaha Perbendaharaan, Tan Sri Dr Wan Abdul Aziz Wan Abdullah, berkata sebelum ini melalui pekeliling bertarikh 9 Jun 2008, kementerian dan agensi kerajaan tidak dibenar mengadakan majlis rasmi di hotel sebagai langkah menjimatkan perbelanjaan.

Bagaimanapun, katanya, pengusaha industri hotel menyuarakan kebimbangan bahawa kesan langkah itu boleh menjejaskan industri perhotelan.

"Berikutan pentingnya industri perhotelan dalam ekonomi negara termasuk dari segi penjanaan pekerjaan, Jemaah Menteri semalam memutuskan bahawa majlis rasmi boleh diadakan di hotel, tertakluk kepada syarat perbelanjaan adalah terkawal dan sederhana.

"Dengan berkuat kuasanya Pekeliling Perbendaharaan ini, perenggan 11 dan 12 dalam Pekeliling Perbendaharaan bilangan 9/2008 yang dikeluarkan pada Jun lalu adalah terbatal," katanya dalam kenyataan di sini, semalam.

Sepanjang larangan itu, hanya mesyuarat, persidangan, seminar serta bengkel antarabangsa dibenarkan di hotel.

Senior civil servants get club allowance

SEREMBAN: Civil servants in the “top management” and “management and professional” groups can now claim up to RM4,000 for membership in sports and recreational clubs, an increase from the present RM3,000.

This ruling, which came into force last month, is expected to benefit an estimated 100,000 civil servants.

Treasury secretary-general Datuk Dr Wan Abdul Aziz Wan Abdullah said that those in the “management and professional” groups who needed to interact with people in the private sector in the course of their work were eligible.

“Civil servants whose spouses are also working for the government and are (therefore both) eligible, will be able to make separate claims to become members of these clubs,” he said in a circular.

Apart from senior federal government staff, civil servants in state governments, statutory bodies and local councils are also entitled to this enhanced privilege.

Ismail said that this privilege was only open to the eligible civil servants once while in service.

“Also, the membership cannot be transferred,” he said.

The civil servants will only be allowed to join clubs registered under the Companies Act 1965 or Societies Act 1966 whose membership was open to all.

Civil service families: You may have a house

PETALING JAYA: Family members of former government servants should check with the Treasury's Housing Loan Division. They could be owners of a house somewhere.

Division secretary Mohd Zaharil Kassim said the division had 687 grants for houses with fully paid government-housing loans which have yet to be claimed.

“I believe the grants mostly belong to former government servants who have died and their beneficiaries know nothing of this.”

Notices have been sent to their last known addresses informing them of the fully paid loans, but there has been no response.

He said those who take government loans should update their addresses if they move.

Updating addresses can be done at the Bahagian Pinjaman Perumahan, Perbendaharaan Malaysia, Tingkat 1, Blok 8, Kompleks Pejabat Kerajaan, Jalan Duta, 50592 Kuala Lumpur.

He said the division was improving on its information technology system known as End-to-End Financing System (ETEFS) and was scanning and imaging loan files, which could result in loan matters being slightly delayed.

Treasury puts its foot down on project delays

SEREMBAN: No more unnecessary extensions.

The Treasury, irked by delays in the completion of several government projects in recent years, wants projects delayed for more than three months to be immediately transferred to more competent contractors.

And to safeguard the Government’s interest, negligent contractors would have to pay damages for any delays to the project.

It said this should also be clearly spelt out in the contract.

Treasury secretary-general Datuk Dr Wan Abdul Aziz Wan Abdullah, in a directive dated May 16, said this was to ensure that all projects planned under the Ninth Malaysia Plan were carried out as scheduled.

“The practice of giving repeated extensions to contractors has to be stopped.

“It should only be allowed if the reasons for the delays are genuinely beyond the contractors’ means,” he said.

He said if the delays had caused major monetary losses to the Government, the officer monitoring the construction would have to pay a surcharge.

The most notable delayed government project in recent years was the construction of the Matrade building in Segambut, Kuala Lumpur.

Originally meant to cost RM167mil, it took 12 years and RM287.5mil at the final count.

Dr Wan Abdul Aziz said extensions could only be given under these circumstances:

l DUE to force majeure (this clause is included in contracts to remove liability for natural and unavoidable catastrophes that interrupt the expected course of events and restrict participants from fulfilling obligations;

l EXTREME weather conditions;

l DELAYS due to new directives from the implementing agency;

l DELAYS in handing over the construction site;

·STRIKES organised by workers’ unions; and

l DELAYS that are not directly related to the project, such as the appointment of sub-contractors/suppliers or changes in drawing plans.

Dr Wan Abdul Aziz said contractors would be asked to pay compensation if they were negligent, causing the completion of the project to be delayed.

“Contractors will have to pay liquidated and ascertained damages (or what is termed LAD) to the Government as stated in the contract,” he said, adding that all these provisions should be included in the contract.

Dr Wan Abdul Aziz said projects that are 30% or three months’ behind schedule are categorised as “sick.”

“When this happens, the relevant ministry or authority should take immediate steps to terminate the contract and appoint a new contractor,” he added.

Earlier this year, the Audit Department revealed that some government projects were delayed as consultants appointed by contractors were grossly incompetent, or work was given to those who did not have sufficient financial means to complete the job.
