CUEPACS Tuntut Kerja Lebih Masa Dibayar Tunai

KUALA LUMPUR, 10 Feb (Bernama) -- Kongres Kesatuan Pekerja-Pekerja dalam Perkhidmatan Awam (CUEPACS) menuntut agar kakitangan awam diberi bayaran tunai untuk kerja lebih masa berbanding diberi cuti rehat, kata Setiausaha Agungnya Ahmad Shah Mohd Zin.

Katanya hampir 50,000 kakitangan sokongan dari pelbagai jabatan kerajaan dan badan-badan berkanun diberi cuti rehat untuk kerja lebih masa sejak Disember tahun lepas.

"Untuk setiap lapan jam kerja lebih masa mereka akan diberi satu hari cuti," katanya kepada Bernama.

"Kami menganggap ia satu ekspoitasi, dan mahu kerajaan membuat tindakan segera untuk menghentikan amalan ini kerana ia akan melunturkan semangat pekerja dan menjejaskan produktiviti mereka," katanya.

CUEPACS, katanya, akan mengadakan pertemuan dengan Ketua Setiausaha Negara Tan Sri Mohd Sidek Hassan dan Ketua Pengarah Jabatan Perkhidmatan Awam Tan Sri Ismail Adam untuk menyelesaikan isu itu.

Bernama difahamkan langkah sedemikian dilaksanakan untuk 'mengurangkan kos' dan juga untuk 'meningkatkan sistem penyampaian perkhidmatan' jabatan-jabatan berkenaan.

"Sasaran kerja kini adalah lebih tinggi dan kami memerlukan kerjasama dari kakitangan kita untuk bekerja lebih masa," kata seorang ketua jabatan.

"Bagaimanapun, peruntukan untuk kerja lebih masa adalah tidak mencukupi, jadi kami memperkenalkan sistem ini dengan menawarkan cuti," jelasnya.

"Kecuali untuk beberapa orang pekerja, kebanyakan daripada mereka bersetuju dengan peraturan itu kerana mahu mencapai sasaran kerja yang ditetapkan dan meningkatkan sistem penyampaian sejajar dengan dasar kerajaan sekarang," tambah beliau.

Enam Penjawat Awam Dihadapkan Ke Mahkamah Kerana Rasuah

KUANTAN, 10 Feb (Bernama) -- Enam penjawat awam, secara berasingan dihadapkan ke Mahkamah Sesyen di sini pada Rabu terhadap pertuduhan menerima rasuah melibatkan kes pengeluaran pasir dan bahan batuan.

Kesemua tertuduh mengaku tidak bersalah terhadap pertuduhan masing-masing.

Muhammad Nur Irwan Ramly, 31, Penolong Pegawai Tanah di Pejabat Tanah dan Galian (PTG) Kuantan didakwa menerima RM1,500 daripada Mat Seman Yusoff melalui Azhar Ismail sebagai dorongan untuk melindungi kegiatan pengeluaran bahan batuan secara tidak sah di Kuari Batu Panching di Restoran TB Corner Ikan Bakar, Tanjung Lumpur di sini pada pukul 9.55 malam, 13 Julai tahun lepas.

Hakim Ahmad Zamzani Mohd Zain menetapkan jaminan RM5,000 dengan seorang penjamin dan 15 Mac bagi sebutan semula kes itu.

Pekerja Rendah Awam di PTG Kuantan, Azmi Othman, 40, pula didakwa menerima RM500 daripada Mat Seman melalui Azhar sebagai dorongan tidak mengganggu operasi pengeluaran pasir di Kampung Pasir Kemudi, Jalan Sungai Lembing, di sini di Restoran Zuzana Indera Mahkota di sini pada pukul 6.15 petang, 25 Jun tahun lepas.

Azmi juga didakwa menerima RM850 daripada Mat Seman melalui Azhar sebagai balasan tidak mengganggu operasi pengeluaran bahan batuan secara tidak sah di lombong kuari Batu Panching di Restoran Ana Ikan Bakar Petai di sini pada 7 malam, 8 Julai tahun lepas.

Hakim Mohd Fadir Harun menetapkan jaminan RM3,000 dengan seorang penjamin dan 26 April sebagai tarikh bicara.

Pekerja Rendah Awam di PTG Kuantan, Zakaria Mohamad, 49, pula menghadapi dua pertuduhan menerima masing-masing RM300 dan RM500 daripada Mat Seman melalui Azhar sebagai dorongan tidak mengganggu operasi pengeluaran pasir di Kampung Pasir Kemudi, Jalan Sungai Lembing, Kuantan.

Kesalahan itu didakwa dilakukan di Restoran Zuzana di sini pada 11.30 pagi, 23 Jun 2009 dan di Restoran Bukit Bay Route, Kuantan pada pukul 1.45 petang, keesokkan harinya.

Hakim Habibah Mohamed Yusof menetapkan jaminan RM4,000 dengan seorang penjamin dan 25 Feb sebagai tarikh sebutan semula.

Sementara itu, seorang anggota polis trafik Ab Malek Sulaiman, 42, dari cawangan trafik Ibu Pejabat Polis Kontinjen (IPPK) Pahang menghadapi tiga pertuduhan menerima RM500 daripada Teoh Ting Keong sebagai balasan tidak mengambil tindakan terhadap lori-lori mengangkut pasir Teoh, di mana tuduhan pertama dia didakwa melakukan kesalahan itu di kafe Hotel Seri Malaysia Kuantan pada 5 Nov 2009 pada pukul 5.44 petang.

Dia turut didakwa menerima RM500 daripada Teoh bagi tujuan yang sama di kafe Hotel Megaview Kuantan pada pukul 3.39 petang, 12 Dis tahun lepas dan menerima RM500 daripada Teoh melalui Lans Kpl Irwan Ishak di kafe Hotel Seri Malaysia di sini pada pukul 12.30 tengah hari, 19 Jan lepas.

Hakim Irwan Suaibon menetapkan jaminan RM3,000 dengan seorang penjamin dan 3 Mac untuk sebutan semula kes.

Rakan setugas Ab Malek, Mahir Epandi Ahmad, 49, pula menghadapi dua pertuduhan menerima masing-masing RM500 daripada Teoh di kafe Hotel Seri Malaysia di sini pada pukul 5.16 petang, 10 Julai tahun lepas dan pada 11.20 pagi, 6 Ogos 2009 di tempat yang sama sebagai balasan tidak mengambil tindakan terhadap lori-lori mengangkut pasir Teoh.

Hakim Siti Aminah Ghazali mengenakan jaminan RMRM3,000 dengan seorang penjamin dan 1 Mac untuk sebutan semula kes.

Penolong Pegawai Tanah Rozlan Md Amin, 56, dari PTG Kuantan pula didakwa menerima RM1,500 daripada Mat Seman melalui Ibrahim Othman sebagai dorongan untuk melindungi kegiatan pengeluaran bahan batuan di lombong kuari Batu Panching.

Dia didakwa melakukan kesalahan itu di bilik nombor 105 Hotel MS Garden Kuantan pada 2.20 petang, 1 Julai tahun lepas.

Hakim Hassan Abdul Ghani membenarkan dia diikat jamin RM3,500 dengan seorang penjamin dan menetapkan tarikh bicara dari 16 hingga 30 April.

Sementara itu, Rozlan turut dihadapkan ke Mahkamah Sesyen Temerloh pada Rabu kerana didakwa menerima RM1,000 daripada Mat Seman bagi tujuan yang sama di Restoran McDonald's, Mentakab pada pukul 5 petang, 19 Jan lepas.

Hakim Azuar Che Yusoff membenarkan tertuduh diikat jamin RM2,500 dengan seorang penjamin dan mengarahkan kes itu dipindahkan ke Mahkamah Sesyen Kuantan untuk dibicarakan serentak dengan kes pertama.

Keenam-enam mereka didakwa mengikut Seksyen 17(a) Akta Suruhanjaya Pencegahan Rasuah Malaysia 2009 yang membawa hukuman penjara tidak lebih 20 tahun dan denda tidak kurang lima kali nilai suapan atau RM10,000, yang mana lebih tinggi jika sabit kesalahan.

Kesemua tertuduh membayar ikat jamin masing-masing.

Malaysia sacks IAEA envoy after Iran nuclear vote

VIENNA, Feb 9 — Malaysia has fired its ambassador to the UN nuclear watchdog for voting against a resolution rebuking Iran and he will be replaced as rotating head of the agency’s governing body later this week, officials said.

The rare removal of a senior serving diplomat on the International Atomic Energy Agency’s board of governors underlined the volatile politics and high stakes in policymaking involving Iran’s disputed nuclear programme.

Mohd Arshad Manzoor Hussain, a 35-year diplomatic veteran, told Reuters he had been sacked by his government after being recalled to Kuala Lumpur following the Nov 27 vote and several weeks of consultations.

The Malaysian Foreign Ministry said in December that Arshad disregarded orders by voting “no” to a resolution passed by a 25-3 margin with six abstentions to censure Iran for building a second uranium enrichment plant in secret.

“I am very disappointed at this development (to sack me) as I had hoped my government would renew my contract to enable me to complete my mandate as chairman,” Arshad said in Vienna, where he had returned to await his capital’s decision. “This has not happened and I just have to accept it as my fate.”

The IAEA board will hold a special one-day meeting on Friday to appoint a successor, identified in a confidential memo obtained by Reuters as Muhammad Shahrul Ikram Yaakob, previously Kuala Lumpur’s ambassador in Qatar.

A senior diplomat close to the matter said Malaysia’s IAEA mission had been instructed to vote in line with the position of the Non-Aligned Movement of developing nations, which has historically opposed Western-driven international actions to isolate Iran, a fellow member of NAM.

Iran denies Western suspicions that it secretly seeks nuclear weapons and NAM has stood up for Iran’s proclaimed right to develop a sovereign civilian nuclear power industry.

When the vote was held, the diplomat said, Arshad was surprised to see NAM members Egypt, Pakistan and South Africa abstain, and India vote “yes”.

Arshad had no time to double-check policy with his capital, and so voted against as originally instructed, the diplomat told Reuters.

The other opposing votes were cast by Cuba and Venezuela, both US foes, unlike Malaysia. All Western board members, joined unusually by Russia and China, voted in favour.

Vienna diplomats said the overwhelming passage of the resolution suggested major developing states were souring on Iran over its nuclear secrecy and defiance of calls to open up to IAEA inspections. — Reuters

Ethnic dominance in the Malaysian civil service

This was written as a commentary in response to an article by Datuk Shagul Hamid Abdullah, Director-General of Biro Tatanegara that recently appeared in a national daily.

Since the paper has declined to publish it, we are making the commentary available to other media outlets in the hope that it will be widely read and the subject of the racial composition of the Malaysian civil service is given the serious analysis and policy attention that it deserves. We consider this issue of paramount importance to our future as a united country.

The article ‘Emphasis on raising standards’ by Shagul in The Star (Jan 30, 2010) seems to be aimed at ensuring that the situation of Malay dominance in the civil service should remain unchanged and unchallenged.

The Director-General’s analysis fails to point out some very important reasons why a representative and multi-racial civil service should remain a key national priority, especially in the context of building 1Malaysia.

One crucial reason is that the second prong of the New Economic Policy (from 1970) – the reduction in the identification of economic function with ethnicity – was intended to apply to both the private and public sectors. This second prong has been deemed to be so vital to the cause of national unity that the restructuring of the private sector continues until today (nearly 20 years after the NEP was supposed to have ended in 1990).

What has happened to the restructuring of the civil service that was part of the original NEP?

Although great strides have taken place towards a more multiracial private sector, the reverse has happened in the civil service.

According to available statistics for the year 2005, the proportion of Malays in the civil service had grown from 60% to 77% from 1970 to 2005 whilst the Perkhidmatan Tadbir dan Diplomatik (PTD) had 85% Malays in its staffing, or six Malays for one every non-Malay.

The situation of Malay dominance of the civil service, especially for the higher level service groups, is likely to have been enhanced since.

It is not simply the issue of Chinese under-representation mentioned by the DG that is of concern. Representation of other communities and the East Malaysia native communities in the civil service at all levels is of as much concern.

Data absent

Official statistics such as racial and regional breakdown of civil service staffing by ministries, agencies and departments and categorized according to top management group, management and professional group and support group and other key variables can provide us a better understanding of the representational issue. From it we can draw related racial, regional and other ramifications and implications.

Though easy to collate, analyze and make publicly available, these data are conspicuously unavailable.

Many government leaders have acknowledged that we need more transparency in government to raise public confidence. Should these data and the relevant analysis be made publicly available, we are confident that they will agree with the concerns of many Malaysians that current Malay over-dominance of the civil service is unhealthy and undesirable and that it adversely affects national unity, social cohesion and economic competitiveness.

Another important reason why the civil service in Malaysia needs to be made fully representative of the country’s racial make-up is that in all modern governments, civil servants are fully engaged in formulating and implementing public policies on behalf of, and in the interests of, all the communities.

Democratic norms call for a representative, impartial and neutral bureaucracy, not only to ensure that public policies are responsive to the legitimate needs of all citizens in a fair and equitable fashion but also to ensure that there is an absence of racial bias in the individual or collective manner that the civil servants formulate policies and conduct their work.

In February 2006, a study titled “Towards a representative and world class civil service” was presented to the Government as part of the Centre for Public Policy Studies (CPPS) proposals for the Ninth Malaysia Plan.

The study contained a full set of arguments as to why the civil service needs to pursue an appropriate and racially diverse representation policy in its staffing.

It also provided practical suggestions on how this policy could be implemented in the form of a quota system in recruitment and career advancement. The quota system would be similar to the quota systems long used by the government in sectors such as education and commerce to bring about Malay advancement.

The civil service quota system – in this case specifically used as a temporary affirmative action tool to increase non-Malay numbers and reduce marginalization – could be formulated in such a way as to meet with the constitutional provisions providing for the special position of the Malays and bumiputera groups of Sabah and Sarawak.

This 60-40 recruitment system would be relatively easy and painless to implement. It would ensure Malay dominance but not over-dominance by helping bring a gradual increase in the number and proportion of non-Malay civil servants in the country.

Since that CPPS study aforementioned, the growing number of racial profiling allegations aimed at the police and various other ministries and agencies is a clear danger sign that changes in recruitment of new staffing and racial composition at the higher levels are urgently needed if these allegations are not to spiral out of control.

Sidelining non-Malays

The Director-General has emphasized that “there has never been any deliberate and conscious effort to discourage the non-Malays from entering and staying in public service”.

The veracity of this statement can be questioned.

If a full and open inquiry is held on the issue of whether or not bias exists in terms of recruitment and promotion in the civil service (and this includes staffing in the public universities and many strategic ministries and agencies), we are sure that many conflicting views – including those based on personal experience – are likely to dominate the proceedings.

Even if we accept as largely true the statement that there are no “deliberate and conscious” attempts to discourage non-Malay participation in the civil service, it does not absolve the government from its responsibility of ensuring a fully representative civil service – a national objective which it has long pledged to pursue but has cynically ignored instead.

In fact, if only a miniscule fraction of the public resources that has gone into the restructuring of the private sector had been allocated towards the restructuring of the civil service, we would have long ago achieved that goal and arrived at a higher stage of national unity, resilience and competitiveness.

Instead what we have had is a lot of rhetoric, foot dragging, attempts to ‘blame the other side’, and now another garbled attempt at explaining why the status quo in terms of the civil service composition has to remain the same.

That is why the contrasting statement by the Second Minister of Finance, Ahmad Husni Mohd Hanadzlah, that the civil service should be more multiracial is most welcome.

In order to fulfill this noble aspiration, we hope that Husni and his colleagues in the Barisan Nasional will support the introduction of a quota system reflective of the country’s racial composition and for the system to be introduced as soon as possible for all civil service recruitment and promotion.

It is important for the Government to change its mindset on the issue and not to view the issue of a representative civil service in zero-sum game terms. It is not simply the interests of the non-Malay communities presently under-represented that would be enhanced with more equitable representation. Malay interests would also benefit in many ways.

Implementation of reforms providing for the recruitment and career advancement of non-Malays in the civil service will help ensure that national unity and the goal of 1Malaysia will be more quickly realized.

Syor penjawat awam diberi elaun khas ikut pencapaian akademik

TERIMA kasih kepada kerajaan kerana terus mengiktiraf sumbangan pegawai dan anggota polis kepada negara melalui kenaikan gaji serta imbuhan setimpal. Ini membuktikan komitmen kerajaan dalam memastikan keharmonian dan kestabilan negara terus terjaga di samping berusaha mempertingkatkan lagi tahap integriti kepolisan melalui kenaikan gaji lebih tinggi, tidak lama lagi.

Turut menarik perhatian saya ialah keprihatinan PDRM yang mengiktiraf tahap kelulusan akademik seseorang anggota polis dengan memberi kadar tangga gaji berbeza kepada anggota memiliki kelulusan Sijil Tinggi Pelajaran Malaysia (STPM), diploma dan ijazah berbanding anggota yang tiada kelulusan itu.

Jika benar ini dilaksanakan, ia secara tidak langsung menggalakkan budaya berlumba-lumba menuntut ilmu di kalangan anggota seterusnya membantu mempertingkatkan kualiti diri dalam menyumbangkan idea membina anggota berkaitan ke arah kemajuan jabatan.

Apa yang diharapkan, pengiktirafan ini akan diperluaskan kepada semua jabatan atau agensi kerajaan lain bersama berganding bahu memajukan negara.

Saya berpendapat, elaun khas wajar dipertimbangkan kepada kakitangan kumpulan sokongan yang mempunyai kelebihan mengikut pencapaian akademik yang terpaksa berpuas hati memegang jawatan pada peringkat kumpulan sokongan saja berikutan kekosongan jawatan dalam kumpulan pengurusan atau profesional adalah terhad.

Contohnya, penghargaan yang dicadangkan adalah melalui pemberian elaun kelulusan akademik sebanyak RM300 sebulan untuk pemegang ijazah sarjana, pemegang ijazah sarjana muda (RM200) dan pemegang diploma (RM100) atau lain-lain kadar yang difikirkan sesuai.

Cadangan dikemukakan dengan mengambil kira tahap profesionalisme, sumbangan idea, ilmu pengetahuan dan kemahiran bekerja, mentaliti dan keyakinan diri, pendekatan dalam menangani masalah dan lain-lain kepakaran yang disumbangkan anggota atau kakitangan berkelulusan tinggi terhadap organisasi atau jabatan masing-masing.

Melalui pendekatan ini, ia mampu mempertingkatkan motivasi dan produktiviti kakitangan terbabit, memartabatkan nilai diri seseorang yang berkelulusan walaupun berjawatan tidak setara dengan kelulusan dimiliki, seterusnya membantu mempertingkatkan kualiti perkhidmatan anggota itu secara berterusan.

Pemberian imbuhan sebegini juga boleh mengelakkan rasa tertekan, kebosanan dan lompat kerja di kalangan kakitangan selain membantu melunturkan budaya memilih kerja mengikut kelulusan akademik di kalangan siswazah menganggur.

Bila datang ke kaunter, pegawai kaunter memberi layanan yang mesra dan memuaskan. Penerangannya nyata dan jelas. Dokumen yang diperlukan disemak dan tepat pada kehendak tuan hakim.

Bila perbicaraan dijalankan, hakim itu yang bersifat 'mesra pelanggan', memudahkan pembahagian harta pesaka, penerangannya kepada saksi sungguh tepat, jelas dan faham segala-galanya. Syabas kami ucapkan.

PDRM sasar 20 peratus pegawai polis wanita

KUALA LUMPUR: Polis Diraja Malaysia (PDRM) menyasarkan 20 peratus kenaikan pangkat anggota wanitanya kepada status pegawai, termasuk hingga peringkat pembuat dasar dalam Polis Diraja Malaysia (PDRM) mulai tahun ini.

Ketua Polis Negara, Tan Sri Musa Hassan, pegawai polis wanita akan diberi peluang untuk mengetuai cawangan dan unit dalam PDRM selaras dengan dasar 30 peratus pembabitan wanita dalam membuat dasar dan keputusan.

Katanya, ia sebagai mengiktiraf peranan dan sumbangan anggota wanita dalam pasukan keselamatan itu, selain didorong kemampuan mereka untuk bersaing dengan pegawai dan anggota lelaki.

“Ia (sasaran) jauh lebih tinggi dari peratusan sedia ada iaitu 11 peratus. Justeru, dengan adanya pendekatan seperti ini, peluang untuk kenaikan pangkat anggota wanita kepada pegawai cukup besar, bergantung kepada kelayakan dan kebolehan dimiliki mereka,” katanya pada sidang akhbar selepas Majlis Perasmian Seminar Pegawai Kanan Polis Wanita 2010 di Maktab PDRM, Cheras di sini, semalam.

Majlis disempurnakan Menteri Pembangunan Wanita, Keluarga dan Masyarakat, Datuk Seri Shahrizat Abdul Jalil.

Musa berkata, semua anggota akan diberikan peluang kenaikan itu tetapi mereka perlu menunjukkan komitmen kepada pasukan tanpa sebarang kekangan hidup.

PDRM ketika mempunyai dua pegawai wanita berpangkat Senior Asisten Komisioner Polis I dan tiga Senior Asisten Komisioner Polis II.

Sementara itu, Shahrizat berkata, kementerian sedang memperincikan pindaan kepada Akta Keganasan Rumah Tangga dengan kerjasama PDRM.

“Ia bagi mengenal pasti kaedah yang boleh diguna pakai dalam membantu wanita dan kanak-kanak teraniaya, termasuk membuat laporan atau aduan melalui SMS.

“Pindaan itu bertujuan menjadikan akta berkenaan lebih komprehensif, termasuk memberikan penekanan terhadap aspek mental wanita dan kanak-kanak yang menjadi mangsa penderaan suami atau ibu bapa mereka.

“Kajian termasuk kuasa polis dalam menjalankan siasatan kes yang sebelum ini hanya bertumpu kepada keadaan fizikal mangsa tanpa mengambil kira kesan trauma mereka,” katanya.

Dalam perkembangan lain, Shahrizat mengumumkan kementeriannya akan menyumbang sebanyak RM100,000 kepada Persatuan Keluarga Polis Diraja Malaysia (Perkep) supaya lebih banyak aktiviti boleh dibuat bagi memantapkan sistem kepolisan negara.

JPA kaji naik kadar pemberian sagu hati rejimen pakar ATM

KUALA LUMPUR: Jabatan Perkhidmatan Awam (JPA) dan Kementerian Kewangan sedang mengkaji untuk menaikkan kadar pemberian sagu hati tahunan dan pemberian pakar kepada unit rejimen pakar Angkatan Tentera Malaysia (ATM).

Menteri Pertahanan, Datuk Seri Dr Ahmad Zahid Hamidi, berkata perkara itu adalah sebahagian daripada usaha kementerian untuk menambah baik kadar elaun angkatan sukarela selepas tempoh sembilan tahun, termasuk bagi pegawai staf dan pegawai kadet Pasukan Latihan Pegawai Simpanan (Palapes) yang aktif menghadiri latihan dan memenuhi syarat yang ditetapkan.

“Dengan insentif sedemikian, ia akan dapat membantu melonjakkan semangat mereka dan menunjukkan kerajaan dan kementerian prihatin agar pasukan sukarela sentiasa terbela,” katanya selepas menerima lawatan kira-kira 100 anggota delegasi Palapes dari institusi pengajian tinggi awam (IPTA) di Kementerian Pertahanan di sini, semalam.

Turut hadir, Panglima Tentera Darat, Jeneral Tan Sri Muhammad Ismail Jamaluddin; Panglima Tentera Laut, Laksamana Tan Sri Abdul Aziz Jaafar; Panglima Tentera Udara, Jeneral Datuk Seri Rodzali Daud dan lapan Naib Canselor dan Timbalan Naib Canselor merangkap Komandan Palapes IPTA tempatan.

Ahmad Zahid berkata, kementeriannya memperuntukkan RM8.2 juta setiap tahun untuk perbelanjaan mengurus 25 unit Palapes seluruh negara, termasuk elaun latihan sebanyak RM2,425 bagi setiap anggota sebagai insentif atas dasar sukarela dan keaktifan mereka menghadiri latihan ketenteraan.

Beliau berkata, sebanyak 15 daripada 20 IPTA sudah menubuhkan Palapes masing-masing yang terdiri daripada 3,963 anggota dari 12 unit Palapes darat, tujuh laut dan enam udara.

“Kita beriltizam menambah kira-kira 1,200 anggota Palapes baru di lima lagi IPTA dalam tempoh dua tahun seperti yang ditetapkan dalam Petunjuk Prestasi Utama (KPI) kementerian yang dijangka membabitkan kos sebanyak RM10 juta,” katanya
